Frances Johnston was born at Dublin in 1830, one of eight children, and largely educated herself. On her sixteenth birthday she married Adam Stewart, who expired in 1855. She then came to London, and in 1858 married John Cashel Hoey. Thus all her subsequent publications came out under the name "Mrs. Cashel Hoey". In her writing she particularly relished complicated love situations.
