John Hoover was Northern Amercia's somewhat nicer answer to Larry Beria.
He used the F.B.I. to collect evidence using illegal methods, and was as a consequence in a position to intimidate and threaten sitting Presidents. Indeed he transformed the F.B.I. into his private secret police force; Truman (one of the presidents) stated that "all congress men and senators are afraid of him". We may read here:

Hoover described Tolson as his "alter ego": they worked closely together in the daytime, ate their meals together, socialized together in the evenings, and took their holidays together. Rumours circulated for years that the two had a romantic relationship. When Hoover expired in 1972, Tolson inherited his estate of $551,000 and took control of all the secret files. After Tolson at last retired, the only time he left the house is said to have been to visit Hoover's grave. When in 1975 he in turn expired, it was reported that F.B.I. agents arrived at his house like a shot and removed all the files. We wonder do we not who has them now! Tolson's grave is a few yards from Hoover's.

Truman Streckfus Persons, who wrote under the pen-name Truman Capote, memorably described Hoover as a "killer fruit."
